Authorizes, under the Higher Education Act of 1965, grants to institutions of higher education for the payment to students enrolled in psychology, sociology, or social work in such institutions to encourage their part-time employment and clinical training in hospitals for mental rehabilitation.

Authorizes the appropriation of a total of $22,000,000 for the fiscal years 1974, 1975 and 1976 to carry out the purpose of this Act.
