Provides that the Secretary of Transportation shall not approve any State highway safety program which does not provide with respect to all informational, regulatory, and warning signs, curb and pavement or other markings, and traffic signals within such State that all roadway markings and the face of all speed zone signs shall be painted with luminous paints of the following colors: (a) red for a highway on which the maximum speed is twenty-five miles per hour or less; (b) green when the maximum speed limit is between twenty-six and thrity-five miles per hour, inclusive; (c) yellow when the maximum speed limit is between thirty-six and forty-five miles per hour; (d) blue when the maximum speed limit is between forty-six and sixty miles per hour; and (e) white when the maximum speed limit is between sixty-one and seventy-five miles per hour. (Amends 23 U.S.C. 402)
