Title I: Urban Mass Transit Revenue Act - Creates in the Treasury a trust fund to be known as the urban mass transit fund to consist of such amounts as may be appropriated or credited to the trust fund. Authorizes the following appropriations to finance grants and loans and administrative cost under this Act: (1) $1,000,000,000 for the fiscal year ending June 30, 1974; (2) $2,000,000,000 for the fiscal year ending June 30, 1975; (3) $3,000,000,000 for the year ending June 30, 1976; and (4) $4,000,000,000 for the fiscal year ending June 30, 1977.
Provides that the Secretary shall not make any grant or loan under this Act for any project which will cause the displacement of any person, business, or farm operation unless he receives satisfactory assurances from the State or local public body or agency that: (1) fair and reasonable relocation and other payments shall be afforded to displaced person; (2) relocation assistance programs offering specified services shall be afforded to displaced persons; and (3) within a reasonable period of time prior to displacement there will be available, to the extent that can reasonable accomplished, in areas not generally less desirable in regard to public utilities and commercial facilities and at rents or prices within the financial means of the families and individuals displaced, decent , safe, and sanitary dwellings, as defined by the Secretary.
Provides that, in order to prevent unnecessary expenses and duplication of functions, a State or local public body or agency thereof will make relocation payments or provide relocation assistance or otherwise carry out the functions required under this chapter by utilizing the facilities, personnel, and services of any other Federal, State, or local governmemtal agency having an established organization for conducting relocation assistance programs.
Provides that any agreement for a grant or loan made for a project before the date of enactment of this chapter with respect to property which has not been acquired as of the date of enactment of this chapter under any such program shall be amended to include the cost of providing the payments and services with respect to such property. Permits a moving expense allownace not to exceed $200 and a dislocation allowance of $100 for private dwellings.
