Public Works Employment Act - Directs the President to prepare a comprehensive program of public works to include: (1) the construction, repair, and improvement of public property, low-cost housing and slum clearance projects, and hospitals and medical facilities; (2) the conservation and development of natural resources; (3) the control, utilization, and purification of water; (4) prevention of erosion; (5) development and transmission of power; and (6) the construction of river and harbor improvements and flood control projects.

Directs the President to execute the program in order to increase employment in those areas of the United States that are suffering from unemployment and authorizes him to make grants to States and political subdivisions to pay up to fifty percent of the cost of each project.

Requires that the principal part of the work done on such projects be performed by persons employed for such purpose by the Federal Government, State governments, or the political subdivisions.
