Authorizes the Attorney General of the United States to delegate to any common carrier by railroad, or any employee thereof, any function relating to the detection and apprehension of any person committing an offense against the United States under specified Federal laws affecting railroads and property moving by railroad in interstate or foreign commerce.

Limits such authority to offenses committed on the common carrier's property or against property moving in interstate or foreign commerce in the possession of such common carrier.
