Title I: Guaranteed Loans for Electronic Reading Aids - Authorizes the Secretary of Health, Education, and Welfare to enter into an agreement for the establishment of a loan fund with any public or private nonprofit educational institution to be used for the purchase or rental of electronic reading aids. Limits a loan to the value of one such reading aid, and specifies the terms upon which a loan shall be made to a blind person by such institution.

Title II: Grants for Electronic Reading Aids - Authorizes the Secretary to make grants to such insitutions for the purchase of electronic reading aids. Provides that such grants shall not cover more than 50 percent of the cost of purchasing the optacon.
