Provides that, if the plaintiff shall finally prevail in any action for recovery of damages sustained in the transportation of property pursuant to the Interstate Commerce Act, he shall be allowed a reasonable attorney's fee, to be taxed and collected as part of the suit. (Amends 49 U.S.C. 20)
