Allows parcels to be mailed free of postage to any area designated a major disaster area under the Disaster Relief Act for a period of ninety days after such designation.

Directs that no parcel shall be carried free of postage under this Act unless such parcel is certified by the Postal Service that the contents are suitably related to disaster efforts.

Authorizes the appropriation of such sums as determined by the Postal Service for the revenue foregone on parcels mailed under this Act. (Adds 39 U.S.C. 3406; Amends 39 U.S.C. 2401)
