Authorizes the Secretary of Housing and Urban Development to enter into contracts to make grants to public housing agencies to pay the full cost of constructing and maintaining child-care centers and other child-care facilities in low-rent housing projects.

Authorizes to be appropriated such sums as necessary to carry out this Act.

Provides that the eligibility of a family to remain in a low-rent housing project despite increases in its total income shall be determined solely on the income of principal wage earner. (Amends 42 U.S.C. 1415, 1410, 1402)
