Makes it unlawful, under the Clayton Act, for any person engaged in commerce, in the course of such commerce, to sell, or contract to sell, goods at unreasonably low prices for the purpose of destroying competition or eliminating a competitor.

Provides for governmental and private civil actions, in addition to criminal proceedings, for violations of this Act.
