Shown Here:Provides that, prior to making any detailed statement or proposals for legislation significantly affecting the quality of the environment, the responsible Federal official shall consult with and obtain the comments of any Federal agency which has jurisdiction by law or special expertise with respect to any environmental impact involved. Requires copies of such statement and all comments and views of the appropriate Federal agencies, which are authorized to develop and enforce environmental standards, to be made available to the President, the Council on Environmental Quality, and to the public.
Directs the responsible Federal official to notify, consult with, request comments from, and seek recommendations from the Secretary of State, the Secretary of Health, Education, and Welfare, the Secretary of the Interior, the Council on Environmental Quality, the President of the Senate and the Speaker of the House of Representatives, any Federal agency which has jurisdiction by law or special expertise with respect to any environmental impact involved, and the Governor and appropriate State and local officers or agencies of any State which will be affected by such action no later than one hundred and twenty days prior to the commencement of such action.
States that at least sixty days prior to the commencement of such action copies of the detailed impact statement, including all comments and recommendations received, shall be made available to the President, the Council on Environmental Quality, the President of the Senate, and the Speaker of the House of Representatives, and the public. Requires any recommendations received under the preceding sentence which are intended to minimize the impact on or enhance the quality of the environment of fish and wildlife of the United States, shall be adopted and implemented by the responsible Federal official.
