Requires any moneys received from the National Wildlife Refuge System and remaining in a special fund at the end of the fiscal year to be transferred to the migratory bird conservation fund and to be available to carry out the provisions of the Migratory Bird Conservation Act. (Amends 16 U.S.C. 715s(e))

Requires a State highway department or its nominee to pay to the Secretary of the Interior the fair market value of land or interests therein within the national wildlife refuge system before their transfer for the right-of-way of any highway or as a source of material for the construction or maintenance of any such highway. Provides for the deposit of such sums into the migratory bird conservation fund.
