Prohibits the exclusion of dog guides for the blind from: (1) public carriers engaged in interstate or foreign commerce or operating under a charter or franchise granted by the Federal Government; or (2) all transport terminals, eating establishments, or other places of public accomodations which operate in interstate commerce.

Prescribes penalties and remedies for violations of this Act.
