Police Assistance Act - Directs the Attorney General to make block grants to cities for the inprovement of police salaries and for the addition of more men actively engaged in professional police work to the force.

Provides that not less than 60 percent of the account appropriated for each fiscal year is to be used for grants to cities with populations in excess of 100,000.

Authorizes the appropriation of $100,000,000 for fiscal year 1974 to carry out the provisions of this Act.
