Provides that the imposition of taxes the proceeds of which are appropriated to the Highway Trust Fund shall be suspended during any period when amounts in the Fund are impounded or otherwise withheld from expenditure.

States that this suspension shall not apply to sums determined to be necessary to be withheld from obligation for specific periods of time in order to assure that sufficient amounts will be available in the Highway Trust Fund to defray the expenditures which will be required to be made from such Fund.
