Provides that no permit issued by the Civil Aeronautics Board shall continue in force, and that no permit shall be issued by the Board, to a foreign air carrier which operates in any nation which does not agree to prosecute or extradite to the United States, upon request of the United States, any person alleged by the United States to have committed or attempted to commit aircraft piracy within the special aircraft jurisdiction of the United States. (Amends 49 U.S.C. 1372(b))
