Removes the time limit for appropriations for the Highway Trust Fund (previously October 1, 1977).

Requires the Secretary of the Treasury to consult with the Secretary of Transportation on adjustments of Trust Fund apportionments, and annually before reporting to the Congress on the financial condition and the results of the operations of the Highway Trust Fund (previously the Secretary consulted with the Secretary of Commerce).

Permits the use of expenditures from the Highway Trust Fund for the administrative expenses of the Federal Highway Administration (previously of the Bureau of Public Roads). (Amends 23 U.S.C. 120 nt.)
