Shown Here:Provides that the Secretary of the Interior acting through the United States Fish and Wildlife Service, shall establish as marine sanctuaries those portions of the navigable waters above the Outer Continental Shelf as defined in the Outer Continental Shelf Lands Act, and those portions of the submerged lands beneath the navigable waters and beneath the waters above the Outer Continental Shelf which he determines should be preserved and protected as necessary to a balanced marine ecology and in particular those waters and submerged lands areas necessary in connection with the mating or spawning of species of fish, shellfish, and marine animal and plant life.
