Provides Federal assistance to State and local governments for the purposes of developing and improving communication procedures and facilities with respect to the prompt and efficient dispatch of police, fire, rescue, and other emergency services. Specifies that such emergency communication service shall employ the telephone number 911.

Authorizes appropriations of $5,000,000 for fiscal year 1972, and $7,500,000 for fiscal year 1973 to carry out the purposes of this Act.
