Authorizes the Secretary of Health, Education, and Welfare to pay, and to contract to pay, from the Old-Age and Survivors' Insurance Trust Fund, monthly housing allowances to qualified tenants under title XX (Housing Allowance for Elderly Low- Income Persons) of the Social Security Act (established by this Act).

Provides that the term "qualified tenant" means any individual or family who has been determined: (1) to be sixty-two years of age or older; and (2) to have a total income of less than $5,000 in the case of single individuals and less than $7,500 in the case of married couples.
