Provides, under title II of the Social Security Act (Old-Age, Survivors', and Disability Insurance), that benefits to a married couple shall be on the basis of their combined earnings record.

Eliminates the special dependency requirement for entitlement to husband's or widower's benefits under title II.

Entitles widowed fathers with minor children to benefits under title II.

Makes the retirement test inapplicable to individuals with minor children who are otherwise entitled to mother's or father's benefits.
