Requires the Secretary of Agriculture to make payments or grants of other aid to agricultural producers, including tenants and sharecroppers, in a sum equal to not less than ninety percent of the total amount appropriated pursuant to the Soil Conservation and Domestic Allotment Act and the Water Bank Act in a fair, just, and reasonable manner for the purposes of agricultural and soil conservation.

Requires the Secretary to enter into agreements with landowners and operators in important migratory waterfowl nesting and breeding areas for the conservation of water on specified farm, ranch, or other wetlands identified in a conservation plan developed in cooperation with the Soil and Water Conservation District in which the lands are located, under such reasonable rules and regulations as the Secretary may prescribe in the actual and mandatory accomplishment of this Act. (Amends 16 U.S.C. 590h (b), 1302)
