States that it is the purpose of this Act to encourage units of local government to provide increased street lighting in urban areas through direct Federal aid.

Authorizes the Law Enforcement Assistance Administration under the Omnibus Crime Control and Safe Streets Act to make direct grants of up to 50 percent of the cost of the improvement of street lighting systems by local governments, without regard to a comprehensive State plan. Authorizes appropriations of $30,000,000 for fiscal year 1973 and each of the next two fiscal years, to remain available until expended, to carry out the purposes of this Act.
