Provides that letter mail to be transmitted to any United States Senator, Representative in Congress, the Resident Commissioner from Puerto Rico, or the Delegate from the District of Columbia, and addressed either to Washington, District of Columbia, or to his district office in the State which he represents, shall be carried in the mails at no cost to the sender. (Adds 39 U.S.C. 3219)
