Provides that the Secretary of Health, Education, and Welfare shall not disapprove an animal drug for registration, under the Federal Food, Drug, and Cosmetic Act, if any residue of such drug in the meat of animals slaughtered for human consumption is found, by scientific tests considered appropriate by the Secretary, not to induce cancer. (Amends 21 U.S.C. 360b(d)(1)(H))
