Requires the Secretary of Transportation to issue regulations to become effective not later than July 1, 1973, requiring the placarding of vehicles transporting hazardous materials by land in interstate and foreign commerce. Requires such placarding so that law-enforcement and firefighting personnel of communities, and carriers and shippers, may identify the type of hazardous material being transported, the degree of hazard involved, and any particular procedure which should be followed or avoided in dealing with emergency situations arising in connection with the transportation of such hazardous material.
