Vests in the Government of the United States the full, absolute, complete, and unconditional ownership of the twelve Federal Reserve banks. Requires all member banks of the Federal Reserve System to deliver to the Treasurer of the United States all the stock of said Federal Reserve banks owned or controlled by them, together with all claims to the capital assets of the Federal Reserve banks.

Authorizes necessary appropriations to carry out the provisions of this Act.
