Strategic Storable Agricultural Commodities Act - Directs the Secretary of Agriculture to establish and maintain reserve inventories of wheat, feed grains, and soybeans, to include not more than: (1) 300,000,000 bushels of wheat; (2) 25,000,000 tons of feed grains; and (3) 100,000,000 bushels of soybeans.

Permits reserves to be withdrawn for: (1) relieving distress because of unemployment or major disasters; (2) use in a state of civil defense emergency; and (3) preserving and maintaining foundation herds of livestock and providing emergency feed for livestock.
