Provides that no reduction shall be made in the amount of any old-age insurance benefit under title II of the Social Security Act to which an individual is entitled if such individual has 120 quarters of coverage. Entitles an individual with 120 quarters of coverage to medicare benefits under title XVIII of the Social Security Act at age 62.
