Directs the Secretary of the Treasury to make payments, out of any money in the Treasury not otherwise appropriated, to any citizen of the United States or any individual who has been admitted to the United States for permanent residence who establishes to the satisfaction of the Director of the Office of Emergency Preparedness that he suffered a physical injury that is directly attributable to the explosions of either of the two atomic bombs dropped by the United States on Hiroshima and Nagasaki, Japan, in August 1945 or to the radioactive fallout from such explosions.
