State Drug Addiction Programs Act - Authorizes the Secretary of Health, Education, and Welfare to make grants to assist States in establishing and operating drug addiction treatment and rehabilitation programs. Provides that priority for grants shall be given to those States with high numbers of narcotic addicts. Limits the Federal share to 50 percent of the cost.

Provides that State applications for grants must designate the administering agency, describe the programs, and assure that sufficient funds are available to meet the non-Federal share of the project and to continue its operation.

Authorizes necessary appropriations to carry out this Act.
