Provides that the Secretary of Transportation, under the National Traffic and Motor Vehicle Safety Act, shall establish appropriate Federal motor vehicle safety standards for schoolbuses and schoolbus equipment.

Provides that the Secretary shall procure experimental, prototype, and other schoolbuses for research and testing of safety standards.

Requires the manufacturers or distributors of schoolbuses to certify that each such schoolbus was individually inspected and test driven for the purpose of determining its conformity to all applicable Federal motor vehicle safety standards.

Provides that the Secretary shall make rules and regulations governing notification, reporting and investigating of each accident involving a schoolbus which results in death to any person.
