Authorizes the Secretary of Defense to arrange pilgrimages to enable mothers and widows of deceased members of the Armed Forces who died while in the U.S. Armed Forces between December 7, 1941, and December 31, 1946, and are now interred in foreign cemeteries to visit such cemeteries.

Sets forth conditions to be met before making such pilgrimages.
