Public Works and Economic Development Amendments - Declares the concern of the Congress for outmigration from rural to urban areas which affects orderly national growth and aggravates the economic and social conditions of such rural areas.

Authorizes the approproation of up to $500,000,000 per fiscal year for the fiscal years ending June 30, 1973, and June 30, 1974, for grants under a public works impact program to those communities and neighborhoods designated as having one of the following conditions: (1) a large concentration of low-income persons; (2) rural areas having substantial outmigrations; (3) substantial unemployment; or (4) an actual or threatened abrupt rise of unemployment due to the closing or curtailment of a major source of employment.

Authorizes the provision of economic assistance in those cases where the Administrator of the Environmental Protection Agency certifies that a standard or enforcement order issued under the Federal Water Pollution Control Act or the Clean Air Act may cause job loss. Authorizes the appropriation of up to $100,000,000 for the purposes of such economic assistance.

Authorizes loans to aid the financing of projects in the United States for the acquisition, construction, or alteration of pollution control facilities for industrial or commercial usage. Authorizes the appropriation of up to $100,000,000 per fiscal year for the fiscal years ending June 30, 1973 and June 30, 1974, to carry out such loan program.
