Provides that there are hereby appropriated for the fiscal year 1974 out of any money in the Treasury not otherwise appropriated such amounts as may be necessary for continuing projects or activities which were conducted in fiscal year 1973 under the Economic Opportunity Act of 1964, as amended, for which provision was made in Public Law 92-334 or Public Law 92-607, at a rate for operations not less than the current rate or the rate provided for in the budget estimate for fiscal year 1974, whichever is higher, whether such projects or activities are administered by the Office of Economic Opportunity or another department, agency, office, or corporation.

Prohibits any moneys appropriated pursuant to this joint resolution from being impounded or withheld from obligation during fiscal year 1974 by any officer or employee in the executive branch of the Federal Govenment unless Congress shall have first stated its approval of each such action by concurrent resolution of both Houses.
