Directs the President to use vessels and aircraft of the Coast Guard or of the United States Navy, or of both, in such manner as he deems appropriate to insure the safety of any United States commercial fishing vessel and its crew and equipment while such vessel is carrying out fishing activities in waters recognized by the United States as international waters.

Directs the President to provide for the implementation of appropriate air and surface surveillance of those waters recognized by the United States as international waters in which United States commercial fishing vessels have been, or are likely to be, subjected to harassment or seizure by foreign nations.
