Constitutional Amendment - Provides that no governmental authority shall at any time force any school or school district which is desegregated as that term is defined in title IV of the Civil Rights Act of 1964 to take any action to force the busing of students; to require the abolishment of any school so desegregated; or to force on account of race, creed, or color the transfer of students to or from a particular school so desegregated over the protest of his or her parents or parent.
