Provides that the United States shall not appear as amieus curiae or in any other fashion (except as a party) in any stage of any civil action in any court of the United States.

Provides that if any officer or employee of the United States appears or attempts to appear in any such civil action on the part of the United States (except for the purpose of making the United States a party to such civil action) in violation of the preceding sentence, he shall be immediately removed from his office or employment with the United States.
