Constitutional Amendment - States that the right and duty of designating which public elementary and secondary school a child or ward will attend belongs jointly to the parents or guardian of each child, or ward, and to the local school board for the district in which the child resides, or other local educational authority.

Provides that such right shall not be impaired or denied, either directly or indirectly, by the Constitution or by any law, ordinance, regulation, or action of the United States, or of any State or political subdivision thereof.
