Makes it the sense of the Congress that the President should use every means at his disposal to secure the most accurate and fullest possible accounting of the American personnel missing throughout North Vietnam, South Vietnam, and Laos.

States that any agreement with regard to ending the present conflict in Southeast Asia would be incomplete and inadequate without tangible assurance of the identification and return of all American prisoners.
