Makes it the sense of Congress that a complete withdrawal of all American forces from Vietnam should be accomplished within four months after the establishment of an internationally supervised cease-fire throughout Indochina; and the safe return of all American prisoners of war and an accounting of all Americans missing in action as a result of the present conflict in Southeast Asia.
