Expresses the sense of the Congress that, at the conclusion of a second phase SALT agreement, the President should call for an international conference composed of the representatives of all the nuclear nations to consider further limitations on nuclear weapons with the ultimate objective of abolishing all nuclear armaments.

Urges that such negotiations should lead expeditiously to a "no first use" agreement on nuclear weapons as a first step.

Expresses the sense of the Congress that the President shall continue to press for negotiations on mutual balanced force reductions in Europe.
