Expresses the sense of Congress that each Senator and Representative, who represents an area which is to receive a grant or contract from the United States Government, should be given reasonable notice of, and explanatory information relating to, the awarding of such grant or contract as will enable them to prepare an appropriate announcement of the grant or contract in advance of any public announcement by the entity of the United States Government.
