Makes it the sense of Congress that the President should immediately take the necessary steps to initiate active negotiations seeking agreement with the Soviet Union on a comprehensive ban on all nuclear test explosions.

Makes it the sense of Congress that the President should take the necessary steps to work toward extension of a prohibition against nuclear testing to the other nuclear powers, including France and China.

Makes it the sense of Congress that the President should immediately declare an indefinite moratorium on all nuclear test explosions.
