Makes it the sense of Congress that: (1) the President vigorously press our NATO allies to assume a greater proportion of the cost of their own defense; and (2) the President, as Commander in Chief, take whatever steps he deems necessary to implement this burden-sharing concept.

Declares that no action taken pursuant to this resolution should weaken either our resolve or our ability to fulfill our commitments under the North Atlantic Treaty.
